COLLECTIVE BARGAINING AGREEMENTS

As of July 1, 2021, some State employees are covered under Collective Bargaining Agreements (CBA), see the Division of Human Resource Management, Labor Relations Unit page for more information.  If you are in a job classification currently covered under a CBA, some of the terms and benefits of your employment may be different than the provisions outlined on this page. Please consult your CBA or agency's human resource for further information.

RELEASE TIME

When an employee is released from his or her normal duties (without the use of leave) for certain authorized activities during his or her normal work period while in paid status.

WHEN?

Release time is provided for an employee:

  • Who has qualified to take an examination given by the Division of Human Resource Management or an authorized representative provided reasonable notice is given to an employee's supervisor;
    • An interview with a State agency is considered part of the examination process.  Release time within a normal work day will be considered the same as time worked.  However, hours exceeding the normal work day or work week do not qualify for overtime.
  • To attend training required by an agency; or
  • To attend/participate in job related activities at the direction of agency management (e.g., "town hall" meeting regarding an agency's reorganization).


APPROVING/REJECTING TIME

While a request for release time should be made to an employee's supervisor with a reasonable amount of notice, release time is not requested or approved in NEATS.
